The City of Rowlett, a suburb of Dallas and located along the shores of Lake Ray Hubbard, is home to nearly 60,000 citizens who enjoy a high quality of life. Rowlett operates under a home rule charter and functions under the Council/Manager form of government. The City’s fiscal 2014-2015 operating budget totals $89.4 million. The Rowlett Human Resources Department has a $538,000 annual budget and five full-time employees. Human Resources is responsible for employee relations, recruitment and staffing, benefits administration, organizational development, risk management, compensation and classification, and legal compliance.
The City of Rowlett is seeking a non-traditional governmental Human Resources Director. This executive level position is a member of the organization’s executive team. This position directs, plans, and manages all functions and operations of the Rowlett Human Resources Department. Except for general administrative direction, the Human Resources Director works independently with performance evaluated by the City Manager based on results achieved.
Bachelor’s Degree in Human Resources, Business, or Public Administration from an accredited college or university with seven years of experience managing Human Resources programs, preferably in a municipal setting. Three or more of the seven years must be in a supervisory capacity. Master’s Degree in Human Resources, Business or Public Administration is desirable. Professional certifications such as PHR/SPHR and IPMA-CP are preferred.
